All Norfolk County residents are eligible to apply for a FREE library card.
A resident includes those living in the county, those who own property in the county and reside outside county limits, those attending an educational institution in the county and those employed in the county.
When registering for a card, or renewing an existing card, the applicant must provide one piece of valid identification with a current address. (See list below.)
Non-resident property owners must also provide a Norfolk County tax receipt, non-resident students must provide a valid student card and those who work in the county must provide a payslip.
Names of patrons will not be released to any person, institution, association or agencies for any reason save as may be legally required by Federal or Provincial laws.
Children’s Cards
Children of any age can become members of NCPL. If the child is under the age of 14 the parent or guardian must be present and have acceptable identification. The parent/guardian must sign the child’s card and should do so only if they are willing to accept responsibility for the child’s selection and use of the library and its resources. Children have access to all library materials except for videos and DVDs noted as restricted.
Youth Cards
Young adults between the ages of 14 and 17 are permitted full access to the library and its resources except for restricted adult videos/DVDs. Proof of residence is required. A parent may need to provide this but a parent need not sign the card. Proof of age may be required.
Acceptable Identification
- A valid Driver’s Licence
- Personal printed cheque
- Personal mail with current postmark delivered by Canada Post
- Car/house insurance slip
- Tax bill
- Report card– current year
- Student ID card
- Pay stub or letter from employer
When you get a library card, you are agreeing to:
- present your NCPL card each time material is borrowed
- use only your own card to borrow materials and use services
- care for all of the material you borrow
- pay outstanding fines or fees
- pay for all lost or damaged materials
- tell us if your card is lost or stolen
- tell us if your name, address or phone number changes
- abide by all policies adopted by the NCPL Library Board
Renewals and Lost
All library card holders are asked to provide acceptable identification on the anniversary date of their joining NCPL. A parent is required to be present when a child’s card is renewed. Renewal is FREE. Renewing the card ensures NCPL that the contact information for the user is correct. Should the card be lost there is a replacement fee.
Reciprocal Borrowing
If you have a NCPL card in good standing you are entitled to borrowing privileges with Haldimand County Public Library and Brant County Public Library. The card holder will be asked to present their NCPL card when applying for a card from either of the other County Libraries. Read More...
Non-Resident Cards
Persons who do not reside in Norfolk County may apply for a card that permits them full access to the library collections and on-line resources. Individuals who are residing temporarily in the County may also apply for a short term card which provides them with limited access. The NCPL Board sets fees and limits for these cards.
