Library Board Meetings

The Library Board exists to govern the library according to theĀ Public Libraries Act of Ontario, create policy and to ensure financial accountability. Through an understanding of the community and a strong relationship with the Municipal Council, the Board advocates for the Library as a whole and ensures that it has clear goals and objectives for meeting community needs.

The Board meets on the 4th Wednesday of the month except July and December. Meetings start at 4:30 pm and are held at different Library Branches throughout the year.

Public library board minutes are a product of each meeting of the library's trustees, where a recorder captures the motions made by the board and the formal resolutions adopted at the meeting. These minutes are reviewed and approved by the board at the next meeting.

Each year the Library Board reports back to the community through an Annual Report that covers the previous year's operations and how the organization performed. These reports are snapshots of the highlights, statistics on usage, finances, and funding.

Details on Delegations are below, as per the Norfolk County Public Library Board Procedural Bylaw:

  1. Residents and community association representatives may attend and address the Board as a delegation or provide correspondence to be presented at any regular meeting.
  2. Delegations wishing to address the Board must advise the CEO in writing of their intent at least fourteen (14) days prior to the Board meeting date.
  3. Unscheduled delegations at a regular meeting will require a majority vote in order to proceed. The Board reserves the right to request additional information before granting delegation status.
  4. Delegations may address the Board for a maximum of five (5) minutes. The Chair, by a majority vote, may change the time limit given. The Board has the right to limit the number of delegations presenting at any given meeting.
  5. Upon the completion of a presentation to the Board by a delegation, any discourse between members of the Board and the delegation shall be limited to Board members asking for clarification and obtaining additional, relevant information only. Any discussion or motions arising from the delegation will be made at the appropriate time in the agenda or at a future meeting.

No delegation shall:

  1. Speak disrespectfully of any person
  2. Use offensive words or un-parliamentary language
  3. Speak on any subject other than the subject for which they have received approval to address the Board
  4. Disobey the rules of procedure or a decision of the Chair
  5. Failure to abide by the above code of conduct will result in expulsion from the meeting

Any written or verbal submissions made before the Norfolk County Public Library Board will form part of the public record and the names of persons appearing at Delegations will appear in the minutes of the meeting that will be posted online.
