Policies

A library's policies are a written set of statements that form a framework to assist the library staff in making day-to-day decisions. Policies grow out of, and give definition to, the library's mission in the community, and they provide the basis for consistent operational procedures.

Policy development is an important responsibility of the Library Board in collaboration with the CEO. Carefully crafted policies empower staff to make decisions and provide consistent and fair service. The Library adheres to these policies in order to provide equal access to public resources and ensure the quality of service to all County residents.

The Norfolk County Public Library Board establishes and reviews policies each year.

The role of the Library Board is to govern. Governance policies clearly define the individual and collective behaviour required to establish a culture of good governance. These policies establish standards for how the Board performs its work, including policies that define how the Board will conduct business and how it will be accountable and transparent in its decision-making.

Governance Policies:

Finance policies are designed to protect the assets of the Library, ensure the maintenance of accurate records of the Library’s financial activities, provide a framework of operating standards, and ensure compliance with federal, provincial, and local legal and reporting requirements.

Finance Policies:

Operational policies relate to library service in the community and govern areas of the Library's operations. This group of policies support NCPL to meet its mission and strategic plan objectives to provide a welcoming and safe space for the enjoyment of the public and staff so all persons may enjoy the benefits of the Library.

Library Operations & Services Policies:

The Library Board recognizes that building and maintaining its human resources is critical to fulfilling its vision, mission, and value statements. All human resources policies are in accordance with the Act, Regulations, required relevant legislation, and other statutory requirements.
