Membership Responsibilities

Each Member of the Norfolk County Public Library (NCPL) shall:

  • Present your Norfolk County Public Library Card each time material is borrowed
  • Be responsible for all materials borrowed
  • Pay all fines and charges incurred for overdue, damaged or lost materials
  • Report the loss of their Library Card promptly (note: there is a $2 fee to replace a Library Card)
  • Library Memberships need to be renewed every 2 years with appropriate identification
  • Library privileges will be suspended if fines exceed $15.00

You should know that...

  • You can use your Card at any NCPL Branch and online at ncpl.ca
  • Library materials can be returned to any Branch
  • All Branches have an exterior return box where materials can be returned after hours
  • Your Library “PIN” is usually the last four digits of your phone number

 

Including items borrowed, on hold, and in transit at one time

  • 50 items in total
  • Up to 8 DVDs
  • Up to 10 magazines (no more than 3 of the same title)
  • 3 non-fiction books per subject
  • 1 Kit (example: Book Club Kit, Maker Kit, Cognition Kit)
  • 50 items on reserve

Guideliens

  • Loan periods are determined by the type of materials
  • Each valid card holder may borrow a defined number of items as determined by the Norfolk County Public Library loan schedule and the limitations of the computerized circulation software
  • Each valid card holder will be restricted to a defined number of videos / DVD's as determined by the Norfolk County Public Library loan schedule and the limitations of the computerized circulation software
  • Each valid library card holder may place a defined number of holds on all circulating library material as determined by the Norfolk County Public Library and the limitations of the computerized circulation software
  • Reference material is non-circulating but may be sent to a Branch for in-house use for an arranged period of time
  • Loaned material may be renewed by telephone, in-person, or on the Internet provided the material is not on hold for another patron, the card has reached its maximum charge limit, or if it is an interlibrary loan; renewals are limited to two (2) times per item
  • A limit of three (3) items per subject will be applied to non-fiction material
  • Extended loan periods are possible upon request

In keeping with the OLA's Children's Rights in the Public Library: Guidelines for Service, there are no restrictions on the materials a child may borrow except for restricted videos/DVDs. The Norfolk County Public Library will not act in place of a parent or be responsible for enforcing restrictions which parents/guardian/co-signer may have placed.

Reserves may be placed on all circulating material in person or through the online catalogue.

Items that are on hold will be available to check out for three business days.

Items can be renewed twice provided there are no requests on that item. Renewals can be made in person, at the Branch self-checkout, by phone, or through your Library account online.

Norfolk County Public Library material may be returned to any Branch. Material should be returned in advance of due date in order to avoid incurring fines. A secure place will be provided for after hour returning convenience.

Fine rates are reviewed and approved regularly by the Norfolk County Public Library Board.

  • DVDs and Blu-rays: $1 per day
  • Other items: 20¢ per day (5¢ for children)
  • Book Club Kit: $2 per day

Current fine rates:

  • Young Adult and Adult card holders: $0.20 per item per day for most print and audio materials
  • Juvenile card holders: $0.05 per item per day for most print and audio materials
  • All card holders: $1.00 per item per day for overdue DVDs and Blu-rays

A patron who loses or damages library material is responsible for covering the costs of replacing the material and any fines accrued. An amount to be charged will be determined on a cost recovery base and will include a processing fee. After payment has been received, the patron has six (6) months in which to return the materials with the receipt and collect a refund, provided the material is not damaged. The refund will only be the cost of the material. There are no refunds for interlibrary loan materials that have been lost or damaged and paid for.
